As a New tenancy and Exchange Officer, you will be providing a specialist service, advising and liaising with tenants and colleagues, in the process of exchange and new tenancy sign-ups.
Your responsibilities will include, managing and hold accountability for a case load of mutual exchanges, working from start to finish, in a time critical manner, ensuring performance targets are met, play a significant role in establishing excellent relations between the Council, its stakeholders and customers starting a new tenancy.
You will need specialist knowledge to assess the eligibility of mutual exchange applications by demonstrating an understanding and implementation of Housing legislation (The Housing Act 1985 and the Localism Act), and to authorize or refuse the applications based on legal grounds. To assess eligibility to exchange in accordance with the Council’s Allocations Scheme, ensuring best use of housing stock; to exercise careful decision-making and discretion in applying both the Allocations Scheme and the Housing Legislation to the assessment process.
In addition, you will keep and maintain accurate records of the mutual exchange applications and update the progress of each application regularly. Be able to use data to provide monthly and annual statistics and contribute to meeting the annual mutual exchange targets. Ensure compliance with all corporate targets relating to good customer service, including responding to correspondence, answering the telephone and face-to-face contact with customers.
You will also be responsible for preparing “sign up” packs for both our new and transferring Council tenants. You will be checking all safety certificates are compliant with our legal obligations and completing tenancy agreements along with additional supporting information. You will also be responsible for “key release” upon completion of the pack.
To apply to this role, you must hold knowledge of Housing policy and legislation and experience of working in a housing related field. The ability to demonstrate attention to detail and accuracy; Considerable experience of customer service and resolving problems and queries - face to face, over the telephone and written communication; Excellent IT skills to include Outlook, Excel and Word and database systems.
As well as GCSE Grade C or above, or equivalent qualifications in English and Maths, or additional compensatory experience, you must have a good flexible approach to work and an ability to work under pressure and meet deadlines. A Housing level3 qualification would be an advantage.
You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act “for the effective performance of a customer-facing role”).
The ability to travel throughout the Borough will be required and access to a car
