The Procurement Contracts & Finance Team within the Operations Directorate has vacancies for Senior Procurement Officers. This is a developing team and these roles offer an exciting opportunity to be involved in shaping the team for the future and to build robust strategies for the commissioning, procurement and monitoring of works, goods, services and other associated contracts to ensure compliance with all procurement legislation as well as the council’s strategic and corporate priorities.

Your next role

Utilising skills and experience gained within a similar position, you will report to the Procurement Contracts and Finance Manager for the Operations service area and be responsible for providing procurement leadership, decision making and technical advice to achieve best value solutions and maximise value for money whilst effectively identifying and managing risk and exposure.

You should have excellent knowledge and the ability to interpret all UK procurement legislation and the wider policy context and have experience of negotiating, influencing and working collaboratively with a diverse range of stakeholders.  There is also an expectation that all candidates applying have procured projects in accordance with the existing UK procurement legislation and are familiar with the requirements of the Procurement Act 2023.  Where applicable candidates should also have undertaken training in the requirements of the new Act.

The role will focus on the procurement of major projects and those projects with high value, high risk and/or complex requirements as well as leading on the procurement of framework agreements and/or dynamic purchasing systems. The procurement undertaken within this service area covers the following types of activities:

  • Housing – planned maintenance, repairs, cyclical maintenance programmes, e.g. new kitchens bathrooms, etc. for the council’s total housing stock including houses and flats
  • Corporate Buildings - refurbishment and repairs projects
  • One off construction project’s linked to 1 and 2
  • Mechanical and electrical projects
  • Compliance – water quality, electrical testing, gas, and fire safety, etc.
  • Fleet and vehicles
  • Some Highways and waste

Knowledge of working across specialist areas such as construction, housing repair/refurbishment works/improvement programmes would be advantageous as well as familiarity with the JCT and NEC suite of contracts.  

This is a busy operational service focussed environment. A high level of personal organisation, target focus and attention to detail is required with an ability to complete projects within agreed timelines.

You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act “for the effective performance of a customer-facing role”).
