We are looking for an enthusiastic individual to join our team as Finance Manager for Stronger, Safer Communities. The role will cover a wide range of areas including Housing Revenue Account, Public Health and Libraries. The role will also require you to line manager a number of Senior Accounting Technicians and Finance assistants both directly and in a matrix style.

Your next role

You will be part of a team providing high quality, professional accounting and financial management service, bringing together finance knowledge to effectively manage resources; ensuring managers have the financial support required to deliver the Housing Revenue Account business plan, Public Health ring fenced budget and General fund services within the directorate. You will lead on financial accounting for the services including budget setting, monitoring and closure of the accounts, producing Housing elements of the statutory accounts. You will need to keep up to date with changes relating to funding which includes Housing, Homelessness and the Public Health ring fenced budget which may impact on services.

The role will require strong communication skills, as well as good organisation and analytical skills. You must be able to self-motivate and motivate others.  A good understanding of budgetary controls, financial management and experience in producing management accounts is key.

As a minimum you will be required to hold a professional accountancy qualification, preferably CIPFA or other CCAB equivalent and ideally some experience of Local Government Housing finance. You will have day to day responsibility for a designated service or group of services within the Stronger and Safer Communities area, which includes Public Health, Housing, Community Safety and Engagement, Revenues and Benefits, Environmental Health and Libraries.

As a member of the finance team you will be able to work flexibly, in accordance with Swindon’s hybrid first working approach, you will have the opportunity to work from home for a significant proportion of the week, subject to the needs of the service and training requirements.

You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act “for the effective performance of a customer-facing role”).
