At Swindon Borough Council, we want our town to be the best it can be. Our ambitious vision is supported by realistic transformation programmes, with the people of Swindon at their heart. Because that’s who we’re doing it for – the communities and businesses that make our town great. As part of the Council, you’ll support a friendly local authority making decisions with real impact. It’s all for better public services. Better processes. And a better quality of life, for everyone. Join us, and Swindon will be better with you.

We now have an opportunity for a Senior Procurement Officer to join our Corporate Procurement team.

Utilising skills and experience gained within a similar position, you will report to the Procurement Manager and be responsible for providing professional advice, guidance and hands on support to service areas across a wide range of procurement and contract matters.

If this sounds like you, we would love to hear from you.

Your next role

Ideally, you will be a highly experienced senior procurement specialist who is able to provide best practice advice and support for all contract and procurement matters.
You will provide effective strategic procurement leadership across a broad range of procurement and contract activities and work with service areas to build robust commissioning strategies to maximise value for money from both new and existing commercial arrangements.

You will support Council Officers across the business to enable them to ‘self-serve’ procurement activities, working in accordance with statutory duties relating to Best Value, Public Contract Regulations and the Councils Contract Standing Orders. The role will include providing procurement and commercial training to stakeholders and undertaking ‘hands on’ interventions for projects where necessary.

We are looking for a procurement professional with extensive experience of working in a senior procurement role within a large Public/Private sector organisation and educated to a degree level qualification achieved in Procurement and Supply Chain Management, the Chartered Institute of Purchasing and Supply (MCIPS) Level 6.
You should have excellent knowledge and interpretation of all procurement legislation and the wider policy context and have significant experience of negotiating, influencing and working collaboratively with a diverse range of internal and external stakeholders.
You will arrive at solutions through analytical ability and thorough research, and show tenacity and strong interpersonal skills necessary to build effective working relationships and establish credibility with clients and colleagues.

You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act “for the effective performance of a customer-facing role”).

Your next package

Please see our Rewards and Benefits offer for more details.

As an employee, you will receive a diverse and exciting environment in which to work, encouraging creativity and innovation whilst recognising the need to support ongoing personal development and a flexible work life balance.

For Swindon to thrive in the future, we need to lay the foundations now. It’s why our regeneration and transformation programmes are already underway. So, you’ll be joining us at an exciting time on our journey. We’ll look to you to share your knowledge, influence decisions and drive real, positive change. With your contributions, we’ll achieve our vision of a prosperous, re-vitalised Swindon by 2030 together. And you’ll be proud to say it was made better with you.
